NEWS STORY- New register for people convicted of child cruelty offences

Child cruelty convictions such as neglect and abandonment will face the same police notification requirements as registered sex offenders.

The UK Government has announced plans to introduce a new register for people convicted of serious child cruelty offences, strengthening safeguarding measures and improving the monitoring of individuals who harm children.

The new system will require offenders convicted of crimes such as child cruelty, neglect, abandonment, infanticide and female genital mutilation (FGM) to follow police notification requirements, similar to those placed on registered sex offenders.

What the Register Will Do

Individuals on the register could be required to notify the police if they:

  • Change their name or address

  • Travel abroad

  • Begin living with or caring for children

This will help ensure that people convicted of serious child abuse offences remainvisible to safeguarding agencies and law enforcementeven after their sentence has been completed.

Strengthening Child Safeguarding

The new register aims to close a gap in the current system where some serious child cruelty offenders were not subject to long-term monitoring. By introducing these measures, the government hopes to:

  • Improve child protection and safeguarding oversight

  • Reduce the risk of repeat offending

  • Support better multi-agency safeguarding partnerships

For safeguarding professionals, these changes represent an important step in improving risk management and information sharing across services that protect vulnerable children.
